UPDATE SEPT. 18 - Draft 2

  • The school board received Draft 2 of the 2019-20 Student Enrollment Proposal on Tuesday, Sept. 18.


    Look up your address to see your proposed assignment in Draft 2 of the proposal. 


    Here are the main changes recommended in Draft 2:

    • The following neighborhoods would remain based at Cedar Fork Elementary and West Cary Middle instead of being assigned to Parkside Elementary and Alston Ridge Middle School:
    • Families in the Parkside Elementary base attendance area would have the option to apply to Pleasant Grove Elementary as a traditional calendar application school, as well as Powell Magnet Elementary. Under this proposal, Pleasant Grove calendar application students would not receive district transportation while Powell students would. SHARE YOUR FEEDBACK

    Other considerations

    We have received a good deal of feedback online regarding some of the proposed changes.


    We are not recommending any additional changes at this time, but our staff is continuing to review information regarding proposed assignments from Davis Drive Middle to East Cary Middle and from Mills Park Elementary and Middle to Carpenter Elementary and Alston Ridge Middle (Cameron Pond neighborhood.)


    Today’s presentation contains staff responses to the proposed changes that have prompted the most feedback.

    We also have scheduled four public meetings where parents will have an opportunity to learn more information and share feedback in person.


    Please note that each of these meetings will have a specific topic focus. Please attend the meeting regarding the proposal that applies to you. If you attend a meeting focused on a topic that does not affect you, there will be student assignment staff available to help answer your questions.

    • Sept. 24 - Cary High School, 638 Walnut St., Cary - TOPIC: Proposed assignments related to East Cary and West Cary Middle schools, as well as proposed calendar application school changes.
    • Sept. 26 - Wakefield Middle School, 2300 Wakefield Pines Drive, Raleigh - TOPIC: Proposed assignments to relieve overcrowding at Heritage High School.
    • Oct. 3 - Panther Creek High School - 6770 McCrimmon Parkway, Cary - TOPIC: Proposed assignments related to Alston Ridge Middle School and Parkside Elementary School.
    • Oct. 1 - Apex High School (Green Level campus) - 7600 Roberts Road, Cary - TOPIC: The opening of the new Green Level High School. Information will be presented about likely academic and extracurricular offerings in the first years of the school.

Draft 1 of the 2019-20 Student Enrollment Proposal was released on Aug. 21.

This is the beginning of a community discussion about the best ways to fill new schools opening in 2019 and to make the best use of existing school facilities. We are committed to ensuring that every child in Wake County attends an excellent school, no matter where they live.

We strive for a collaborative and transparent process. On this forum, we encourage you to find the topic thread that applies to you, then ask questions and provide feedback. School district staff and board members monitor this site regularly.

We will be able to respond directly to questions of process or clarification. We will answer more detailed questions in a frequently asked questions document.

Topics

Board members indicated support for a number of changes during discussions yesterday. Here is a summary. Please note that the address look-up does not yet reflect these changes. The board will have one more discussion on Nov. 20 and then vote on a final plan.

  • Students who live in the Parkside Elementary base attendance area and who currently attend Hortons Creek Elementary, Green Hope Elementary or Weatherstone Elementary would be eligible to grandfather and stay at their current school through the exit grade as transfer students.
  • Students assigned to Parkside Elementary would be able to apply to attend Pleasant Grove Elementary as a traditional calendar application student. They would be eligible for neighborhood bus transportation.
  • Students assigned to Parkside Elementary can apply to attend Powell Elementary, Ligon Middle as one of their magnet school options. They would be eligible for express bus transportation.
  • The MacArthur Park area would remain at Green Hope High School.
  • Rising 7th and 8th graders reassigned from an existing school to an existing school (i.e. Reedy Creek Middle to East Cary Middle) would be eligible to grandfather and stay through the exit grade, as would any rising 6th grade siblings.
  • Rising 8th graders assigned to Alston Ridge Middle would be eligible to grandfather. Their 7th grade siblings could also grandfather AND stay through the exit grade. Their sixth grade siblings would still only be allowed to stay for one year.
  • Students affected by calendar application school changes would be eligible to grandfather and stay at their current school through the exit grade.
    Swift Creek Elementary and Yates Mill Elementary base families will now have one year-round application school for their address (Adams Elem. or Oak Grove Elem.) The choice will depend on where they live.
  • Dillard Drive Middle base families will be able to apply to Lufkin Road Middle or North Garner Middle (depending on their address).
  • West Cary Middle base families will be able to apply to Salem Middle or Alston Ridge Middle (depending on their address).
  • Staff is bringing a separate presentation to the Nov. 20th work session to provide information to the Board regarding the southern area of the Mills Park Middle base area and the possible use of satellite assignment areas.

Topic: Draft 3

Board members received the third draft of the 2019-20 Student Enrollment Proposal on Oct. 30. Type in your address to see how you are proposed to be affected in Draft 3. 

This is the final draft based on staff recommendations. Any additional changes will come from board direction.

A public hearing is scheduled for 5:30 p.m. on Nov. 7 in the board room, 5625 Dillard Drive, Cary. A speaker sign-up link will be posted at noon the day of the hearing.

Here are the main staff proposals in Draft 3:

  • Remove Draft 2 recommendation to assign some Poe Elementary students to Southeast Raleigh Elementary.
  • Remove recommendation to assign some students at Highcroft Drive Elementary and Weatherstone Elementary to Green Hope Elementary.
  • Remove recommendation to move some Davis Drive Middle students to East Cary Middle.
  • Remove recommendation to move some students in Kingswood Elementary base to West Cary Middle. They would remain at Reedy Creek Middle.
  • Remove recommendation to assign some Martin Middle students to Reedy Creek Middle.
  • A portion of the Reedy Creek Middle base proposed to attend West Cary Middle will now be proposed to attend East Cary Middle.
  • The grandfathering rules for middle school students are proposed to change. Under Draft 3, 7th and 8th graders assigned to an existing school, i.e. not the new Alston Ridge Middle, would be eligible to grandfather.
  • Remove recommendation to assign portion of Sanderson High base attendance area to Southeast Raleigh Magnet High.
  • Staff continues to recommend that Parkside Elementary and Alston Ridge Middle open as multi-track year-round schools. This is to provide additional student capacity in a heavily populated area.
  • Students assigned to Parkside Elementary would have the opportunity to apply to Powell Magnet Elementary or Pleasant Grove Elementary. Powell students would be eligible for neighborhood transportation. Pleasant Grove students would be eligible for express transportation.

The initial timeline to approve the 2019-2020 Enrollment Plan has been changed.

 

Instead of presenting Draft 3 of the proposal at the Oct. 16 board work session, student assignment staff will use that day to present the pros and cons of potential alternatives.

 

These alternatives were provided by parents in response to the district’s request for feedback.

 

Draft 3 will be presented Oct. 30 during a special school board work session.

 

The public hearing will be hosted on Nov. 7 as part of the regular 5:30 board meeting.

 

Final approval of a 2019-2020 Enrollment Plan is scheduled for Nov. 20

We are partnering with the YMCA of the Triangle to build a facility that includes an elementary school and a YMCA. The endeavor is intended to create pathways for an emerging neighborhood whose residents would be able to build a better future through education, wellness, housing, medical access and access to healthy foods.
 
The school will serve more than 400 students and will include a gymnasium, workout space, group fitness room, multipurpose space and an outdoor swimming pool. All of the children who attend the school will be given free swim lessons.

Draft 1 proposes changing calendar application schools for a number of base attendance areas starting in 2019-20.

Some proposed changes would be necessary if East Cary Middle changes to a traditional calendar, as proposed.

The others are needed to maximize transportation efficiency or reduce overcrowding in some schools.

East Cary Middle School is proposed to change to a traditional calendar in 2019-20.

Multi-track year-round schools are designed to make better use of school buildings by allowing them to accommodate more students.

However, East Cary is under-enrolled as a year-round school.

Converting to a traditional calendar would make better use of the facility, as well as attract families in the area who prefer the traditional calendar.

Heritage High is overcrowded and has an enrollment cap, which means anyone who moves into the base attendance area now likely will not be able to attend. Heritage also is prohibited from using mobile units to expand capacity, and there soon will be residential growth in the immediate area surrounding the school.

Under this proposal, some students currently attending Heritage would be assigned to Wakefield High, Millbrook High or Rolesville High starting in 2019-20.

Under current grandfathering rules, any student proposed to be affected by this change would be eligible to stay at Heritage through the exit grade, though they would not receive transportation.

Green Hope Elementary has a small base attendance area compared to other nearby schools. It requires a high number of application students to remain full.

Under this proposal, some students attending Highcroft Drive Elementary and Weatherstone Elementary would attend Green Hope Elementary.

This proposed change would relieve overcrowding at Highcroft Drive and Weatherstone and increase the proportion of base students at Green Hope.

Salem Elementary is under-utilized.

Under this proposal, some students attending Davis Drive Elementary and Laurel Park Elementary would attend Salem starting in 2019-20.

This proposal would make better use of the Salem school facility while reducing current and future crowding at Davis Drive and Laurel Park.

Combs Elementary is crowded and has an enrollment cap, which likely means anyone who moves into the Combs base attendance area cannot attend.

Under this proposal, some students who currently attend Combs would be assigned to Olds Elementary starting in 2019-20.

Under the current proposal, some students currently assigned to Conn Elementary would be assigned to Underwood Elementary.

This would be a more proximate option for most of these families. This is enacting a move approved by a previous board.

Off of Trenton Road, a small portion of the Broughton High base is proposed to be assigned to Athens Drive High. All other neighborhoods in the immediate area are assigned to Athens Drive, so this change would maximize transportation efficiency.

All students affected by this change would be eligible to grandfather. Grandfathered students are not eligible for district transportation.

The Carolina Pines neighborhood is currently split between Salem Elementary and Penny Road Elementary.

Under this proposal, all students in the neighborhood would be assigned to Penny Road Elementary, Apex Middle and Apex High starting in 2019-20.

Under current grandfathering rules, rising 5th, rising 8th and all high school students would be eligible to grandfather and stay at their current school.

Due to school overcrowding, there are no traditional calendar application seats in the Cary/Morrisville area.

Staff is proposing that students based at year-round Carpenter, Parkside, Alston Ridge and Morrisville elementary schools would have the option to apply to Powell Magnet Elementary in 2019-20. They would receive priority magnet status, and would be able to continue on to Ligon Magnet Middle School and Enloe Magnet High School on the magnet pathway.

We are working with the Northwest Cary YMCA to provide a proximate express bus stop and to provide childcare in the afternoons. Under this plan, students could be driven to the YMCA in the mornings to take an express bus to Powell. They would return to the Y in the afternoons where childcare would be provided until a parent arrives for pick-up. We will update as soon as we have more information about this option.

A portion of the Turner Creek Elementary base attendance area in downtown Raleigh is proposed to have new assignments in 2019-20.

The new assignments would be Conn Magnet Elementary, Centennial Campus Magnet Middle and Southeast Raleigh Magnet High.
